CLARK COUNTY, Mo.- A Canton man was recently arrested on allegations of sex-related crimes involving a minor.
The Clark County Sheriff’s Department arrested 56-year old Robb Kemper on Monday evening, October 14th. He is charged with three class B felony counts of 2nd degree child molestation, a class E felony count of sexual misconduct involving a child under 15 years of age- 1st offense, and a class A misdemeanor count of furnishing or attempting to furnish pornographic material to a minor.
Court documents state that between May 1st of 2022 and May 1st of 2023 Robb allegedly subjected a female juvenile victim who was less than 12 years of age to sexual contact by rubbing the victim’s breast and vagina over her clothing. It is further alleged that between September 1st and October 1st of 2024 he subjected a female victim to sexual contact by rubbing her vagina with his hand.
In addition to the alleged contact, the court documents also accuse Robb of exposing his genitals to a juvenile less than 15 years of age, as well as presenting pornographic material that showed a naked male and female engaging in sexual conduct to a juvenile less than 18 years of age.
Robb is currently being held in the Clark County Jail without bond. He is scheduled to appear in court for a bond hearing on Thursday at 2 pm in the Clark County Associate Courtroom.
